errrrr... right back atcha. The pit crews are there for practice sessions (if there is a pit crew) and somebody gets them tires for the practices for qualifying.

It wouldn't be that hard to have the teams certify under penalty of a fine that they do have sufficient tires and a pit crew (and everything else they need) to attempt to complete the race.
